Scope and Contents

From the Collection:

The Frederick Young Papers (1968 1976) cover the period of Rep. Young's tenure as a State Representative to the Ohio General Assembly. The bulk of the papers concern activities of Rep. Young during the time he spent in office. There are several documents that predate his initial election (1968) and they can be found in the biographical files. The majority of the papers consist of correspondence to and from constituents, and political colleagues. To the researcher, they would provide some insight as to the political and social mood of Rep. Young's constituents.

These papers can provide examples of voter interest, but should not be used to generalize on the political and/or social climate of Rep. Young's district.

The researcher should be aware of several areas of the collection which may be of special interest. Representative Young kept separate and rather detailed records on issues relating to education reflecting his concern for these problems. Furthermore, the files on the proposed regional Jetport, the Committee on Constitutional Review, and the Committee on Court Organization, chaired by Rep. Young are quite extensive and complete. The researcher should also note the files on H.B. 318 The Bikeway Bill as an example of the state legislative process including special interest lobbying.

Other data included in the collection include copies of and correspondence on several bills and resolutions, campaign materials, including notes on his organization of the actual campaigns, photographs, and correspondence on the Kent State incident.

This collection represents the working files of a member of the Ohio General Assembly and is one of value in understanding the responsibilities and demands of a typical member.

Series Descriptions: Series I: General Contains correspondence from constituents on various topics of local and national interest. Includes replies to constituents, reports, and other data concerning the issues addressed. The years 1969 1976 cover the length of the Representative's tenure, arranged topically.

Series II: Legislative Separate files on approximately two dozen pieces of legislation of particular interest to Representative Young. Particular notice should be paid to H.B. 318 The Bikeway Bill and the amount and kind of correspondence it generated, 1975 1976, arranged topically.

Series III: Education This series contains extensive correspondence and reports and other data on several key issues facing Ohio schools during Representative Young's tenure in Congress. Such problems as financing for both public and private schools received considerable attention, 1969 1976, arranged topically.

Series IV: Jetport Representative Young was heavily involved in securing a regional Jetport for southwestern Ohio. This series contains joint resolutions, handwritten memoirs, speeches newspaper clippings, reports and other data on the proposed jetport, 1969 1971, arranged topically.

Series V: Committee on Constitutional Revision This series contains extensive minutes and reports from this committee. Includes printed reports and summaries, 1971 1974, arranged topically.

Series VI: Housing Revenue Bond Bill This series correspondence and extensive reports and data on this house bill. Also contains newspaper and magazine articles and copies of the Federal Law on Community Development, 1971 1974, arranged topically.

Series VII: Committee on Court Organization This committee was chaired by Rep. Young and the series contains handwritten notes, public response and final recommendations of the committee as well as reports and support data, 1972 1975, arranged topically.

Series VIII: Biographical & Political This series contains more information on Rep. Young's political activities, particularly campaign data, than information concerning his personal history. Various types of campaign information is available. Attention should be given to the summaries of the 108th, 109th and 110th Ohio General Assemblies covering the years 1969 1974, 1968-1975, arranged topically.

Series IX: Correspondence This series contains lengthy files on constituent correspondence, all labeled miscellaneous by the donor, 1969-1976, arranged chronologically except boxes 20 22.
