The entire collection falls into three series. Series I consists of the Montgomery County Commissioner administration files during Charles V. Simms term 1973-1976.

Series I is arranged by subject and includes administrative information on the Montgomery County Community Action Agency 1973 1976, an anti poverty organization. The collection also contains information on the Newfields (new community organization) project 1973-1976. Administrative information is available for county offices such as, the Ombudsman office, the department of Parks and Recreation, the Sanitation department, Transportation and the Welfare department 1973-1976. Series I also contains Charles V. Simms personal file 1973-1976 and a file dealing with his involvement in the Republican Party. Information is also available on Montgomery County's proposed sister county in Russia.

Series II contains photographs of a U.S. vs U.S.S.R. basketball game hosted by Dayton in 1975.

Series III contains 9 audio cassettes of the Data Processing Board 1973-1976. Also included is 1 cassette of a Miami Valley Manpower Consortium, date unknown.

Biographical / Historical

Charles V. Simms was born May 26, 1932. He was raised in and currently resides in Oakwood, Ohio. In 1954 he graduated from Georgetown University, with a degree in Foreign Policy. Upon graduation he was commissioned in the United States Air Force and served as a pilot from 1954-1958.

Upon returning to Montgomery County in 1958, he formed the Charles V. Simms Development Corporation, which has since become a family business with the involvement of his son and daughter. The corporation is a building and land development company. He also served as president of the Ohio Home Builders Association in 1963.

Mr. Simms is a member of the Republican Party. He was elected to the Oakwood City Council In 1969 and served until 1972. While serving on the city council he was chairman of the Greene Montgomery County Coordinating Committee from 1971-1973. The committee was responsible for the formation of the Regional Transit Authority (RTA). Subsequently, he was the first vice-president of the RTA. As a result of his involvement with the RTA he became a well-known public figure in Montgomery County.

Subsequently, the Republican Party asked him to run for County Commissioner, in which capacity he served from 1973-1976. This collection is the administrative files from his term as a commissioner. After serving as county commissioner he remained active in the Republican Party serving as the Montgomery County Finance Chairman from 1977-1984. He also served on the Ohio Republican Executive Finance Committee from 1978-1984.

Immediate Source of Acquisition

The papers were donated by Charles V. Simms and were accessioned by Special Collections and Archives, Wright State University Libraries, in December 1976.
